Johnny Lever as Tobu aka 'the dumb mafia'
Tobu is a mafia residing in Goa and is known for giving out loans to the needy. Tobu can hear very clearly but cannot speak. He always has his signature glass and spoon in his hands through which he communicates. All he has to do is 'thak thak' to his interpreter 'Goli'(Vijay Patkar) to tapkaofy his victims. Tobu eventually becomes Dharam's (Sanjay Dutt) fan and cannot thank him enough for his million dollar thappad that just changed his life. -
